I was listening to the news today and it reported that there will be a public inquiry in the death related to the man tasered at the Vancouver, B.C., Canada airport. While many will be enthusiastic about the possibility of a public inquiry I wonder this trend in public inquiries will lead to the day that a public inquiry will mean nothing to the electorate because of the frequency of the inquiries (if the day has not already arrived). Or, worst the inquiries become so devalued they will be used to excuse the behaviors of those they are investigating (i.e., a public purification) or that the inquiries be used as away to unjustly (in the moral sense) to resort faith in those persons or institutions the inquiries are ‘apparently’ investigating.
I think the day has come that an independent body separate from the RCMP needs to be set-up to investigate the conduct of RCMP personnel. In turn, if the behavior of the members of this independent body needs to ever be investigated then that behavior should be investigated by some other body other than the RCMP (i.e., CSIS, DND, etc.). The only issue with having any of the current bodies (i.e., CSIS, DND, etc.) to investigate the RCMP is that the RCMP may be called upon to investigate their investigators which may lead to vengeful findings rather than findings based on justice. This is complicated even more if these bodies to further investigation of the RCMP as the finding of their investigations could be based on retaliation, rather than justice.
In short, bodies should not be permitted to investigate one another. However, the continue practice allowing the RCMP to investigate it own members must stop as shown by the irresponsibility of their members own practices leading to unfortunate outcomes without serious consequences to those members.
